The proposal is very good, in the interest of all countries of the region, having nuclear ambitions for peaceful purposes. This will ensure supply of nuclear fuel to all countries in the region wishing to establish a peaceful project, the success of the proposal is linked to the place that will be chosen for the plant, within any country in the region and under the supervision of the International Atomic Energy Agency (in Saudi Arabia, or Egypt, for instance, limiting the possibility of a future international pressure from certain States on the distribution of fuel and preventing monopoly of any party). The states of the Gulf could fund the Egyptian project, with their potential and cadres eligible to participate in the operation. For his part, Dr. Mahmoud Barakat, former President of the Arab Organization for Atomic Energy said that the Saudi proposal was similar to the proposal announced by the International Atomic Energy Agency to establish a factory for enriching and distributing fuel to States associated with the Agency and cooperating.
For his part, Dr. Hisham Fuad, an expert, said that the Saudi proposal was identical to what was though internationally, the establishment of regional factories involving all countries in the region, making sure that there is no manipulation in the prices of fuel and limits of the policy of prevention and grants by some major countries.
